I can see two reasons for the decision:
1. Currency exchanges. They'll be able to make money that way, when USD is low and release it in NA when it goes up a little.
2. To gain foothold. Outside of NA, 360 doesn't really sell too good. This way a) they offer "something special" for the regions and b) show that they can release stuff first to somewhere else before NA.
