Yes, I know ban is the wrong word. I just didn't know how I could say "auf den Index setzen" in english, so that the english speaking people know what I mean.
But of course you are totally right. Unrated games can be sold, but you must fullfill very specific demands, to sell unrated games. Which is too complicated for the most stores ...
You are also right, that minors can't buy unrated games or games which are rated over their age. Intresting sidenote: it is allowed that minors play unrated games. However it is necessary that the parents allow the play of the unrated game.
This is because the right of the parents to educate their child, weights more than the german rating system.
