You're using anecdotal evidence. Kotaku and a lot of other sources have presented pictures, reports, and press releases from Microsoft, that say the console is sold out across Japan. Therefore, for our purposes, we must assume that is is, no matter how much some of us wish it weren't true.
I also wish it weren't true, but for entirely different reasons than yourself, I fear.

I wouldn't work for Microsoft. Hate the company. If I did, their NPD press releases would be a lot more convincing.

That begs the question. Did MS not print up any extra units for IU that they coulda shuffled out the door early? I think it's a fair assumption to say that MS didn't expect nearly this sort of hardware bump from Tales. Classic underestimation of the Japanese core audience, seen commonly in today's market.
