I rather think it means that it's finalized as coming to one platform only. Gears of War 2, for instance, is an Xbox 360 exclusive. But I fully expect that like Gears, it'll go to PC in about a year's time. At which point it will no longer be a 360 exclusive.

So, for a time, FFXIII was coming only to the PS3. Even if Square is talking with Microsoft about a 360 version, they can't very well announce something that might not come to fruition. I would agree that they were lying if they had been expressly saying all along it would never come to the Xbox 360; otherwise, it's just a change of plans due to sluggish PS3 sales.
