A few places suggest that the file may have been copied over when Sonic Sound Stage was installed and that it may be in a temporary folder somewhere. If just uninstalling doesn't work or if you just want to check, you could do a search for file to look for it.

During installation of SonicStage, temporary folders are created to store OpenMG Secure Module along with the rest of SonicStage and it should be located within C:\Documents and Settings\xxx\Local Settings\Temp\sonicext.tmp\OmgSetup. You may attempt to redirect SonicStage to the aforementioned location if it's still there. . ." so doing a search for OmgSetup might work.
