No, they did not bet on the GC. They just promised a few games, but gave the PS2 most of their games. Them coming up short was their own problem.
The reason they didn't support the Wii was just an assumption it wasn't going to do well (as a lot of developers did), because they actually said that was the reason.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
