LOTN, the Gamecube can do bloom lighting and TP is one of those games that does. What Retro was saying is that their GC engine couldn't do bloom lighting. Several GC games eventually used bloom lighting.

 

I could have sworn they said the GC couldn't do actual bloom. Whatever.

It's inclusion in Twilight Princess does support the director's statements that the game was about as far as the Gamecube could go, since it's as detailed as Resident Evil 4 (just with a differnt art direction), but with a longer draw distance, smoother framerate (as in it's still 30fps, just with almost no slowdown), and increased lighting.

Mark Pacini of Retro was asked in an Interview with Play Magazine what the development differences were between GC and Wii and he stated more polygons, higher res textures, bloom lighting - and other graphical effects we couldn't do on GameCube.

 

This is where the confusion set in.  He's not trying to say bloom lighting couldn't be done on GC but that they (note the "we" in the above paragraph) couldn't do it on GC....meaning their engine.
