Kurakasa would just make an alternate account. Members hardly ever serve bans. If Kurakasa was perma-banned making a new account would not be ban dodging. Perma-ban is account deletion.

Perma-banning is not deleting the account.   It's just an unlifted ban.  An alternate account is still circumventing the ban.
