With this list, there are a few notes:
1) Unknown countries make up 6.08% of the total User Distribution on Live.
2) If Austrailia, New Zealand and Mexico fall under another service (which I'm going to assume that Austrailia and NZ do), that still gives us about 2.9% left that is un-accounted for.
3) 2.9% of the 19.5m figure you quote is 565,500 Xbox 360's. A very large portion of the discrepancy you herald as being off. If you have numbers for the mystery countries, please share them.
