Wait I take that back, it does say worldwide accumulated sales.

That being said, I'm not sure if it's really overtracked by too much you include July sales. The VGC total is probably within 10%, which is pretty reasonable.

Reading the report, it's almost certainly not-Japan only.  There's a second Japan-only section...
