I dunno about "best", but Bahamut Lagoon is probably my favorite.
Worst might be Operation Darkness. I haven't given it an honest go yet, but the camera is so damn broken. 
Definitely can't agree with FFTA as the worst. I liked it quite a lot, except for those pesky laws! I mean, it opens with a snowball fight; who can fail to be charmed by that!?
