There's not enough info on the chart to support or refute that argument. The pie chart only show % of total sales, without saying what the total sales are. There's absolutely no info on how much they made and how much MGS4 dev cost to argue the point.
I agree they will make money on MGS4 with a moderate ROI but you can't argue the point with this data.
