VGZ lists sales at 2.69 sold.

Is it just me or does 1.25 mil sitting on shelves seem a bit too high?

A few errors there...

1- The kotaku report is wrong (as said by Gobias).

2- You're comparing different timeframes.

3- 1.25 million wouldn't be too high, but VGC actually says 800k (according to the correct data/timeframe).
