More like the most annoying. By the end of the game I was calling him "Dennis the Nemesis" since he had become more of a minor annoyance with his constant pitiful crys for attention. I found Williams a lot more interesting since he keeps morphing into a more screwed up forms after every fight. The Nemesis felt more like a repeating lame ass Mr. X fight from Resident Evil 2 except sometimes he had a rocket launcher, and at the end of the game he copies Williams blob form.
How come no has mentioned Giygas yet?
