OK, I just turned on the game to check it out... In FF2, you can turn wherever you want to with the camera, but it's also quite slow.
Regarding the flashlight, you can turn it with the right analog stick, but only a few degrees in every direction and it re-centers when you release the stick.
Doesn't seem like FF4 will be any worse from what you said.
