It sold on track with the Fatal Frame games on the PS2. I wouldn't call that a bomb. Also I would consider it a Bomb if the game didn't make a profit, and it most likely did/will.

 

I'm going out on a limb here, and assume that Tecmo isn't composed of masochist businessmen.

After three games (or even two) which sold about the same, you'd think they'd stop releasing it in Japan if they weren't making a profit vs the cost of making that version...
