Because chances are teh 360 will at least get a noticeable graphical update and it wouldn't have been that much to port the 360 version over to the PS3. Bully would get a sales spike for being released on a new console and even if you could play the PS2 version many people would get the PS3 version because it has a slightly different name and whould be slightly modified for the PS3.
If it all it si a matter of it is on the PS2 and can be played on the PS3 so why bother release it. Well teh PS2 has the largest install base one that is over ten times the Wii and 360..Why bother release it on there. many 360 and Wii owners who will buy this game will have likely own a PS2 anyways.
