Question to those who have used the Japanese PSN

So I was reading a review of a game from the Japanese PSN (Xenogears specifically) and all of the screenshots they showed were actually in English.  Is it likely that the site messed up and used some old screenshots from Xenogears or is it possible that the version on the JPSN actually has an English option. 

Also if it is possible that the game has an english option, how in the heck could I put money on a Japanese Account that would work?
