They already essentially revealed that it's planned to be a 3-D game when they said that it'll have the "same free-roaming GTA style" that we're used to. According to Wikipedia, it'll play in Liberty City and will feature a custom game engine. The DS is essentially a streamlined N64 in that it can handle richer colors, more textures, and more detailed textures, and much larger game size (so far, up to 4 times the size of the largest N64 titles). Body Harvest was Rockstar's (when they were still DMA Design) original 3-D GTAIII-style free-roaming sandbox game and it was built for the N64. Also, GTA:CW will feature online play as the website for the game features the Nintendo Wi-Fi logo.
