Gears for example cost under 15 million. Using the Unreal Engine 3 helped minimize costs. This is why everyone wants it.

Every blu-ray disc costs a few dollars to make. The retailers take several dollars off that. There are shipping costs. Stocking costs. Some won't sell until the price is lowered (and thus you make less money). Some are defective and are never sold, which is effectively money down the drain. Some are stolen. Lastly, there is Sony's take for the game, which is about 9  dollars (Heavenly Sword is first party, so this doesn't qualify, but it does for all third party games). The actual take is considerably lower than 60 dollars per game.
