I think it is a more structered search for those that know about what they are looking for. What I searched was a new term for a technology that has not been around for long and is not yet a commonplace term. Google gave me crap back that didn't make sense. Cuil gave me some helpful feedback that was well structured. In fact the first link I clicked on was pretty much the site I wanted and had to search through google for.
