I agree for the most part. My only issue was the lack of interesting characters (and thus sidequests/events). OoT, WW, and especially MM had so much more of that.
The dungeons and wolf bits were ace, though.
I'd say the quality of the dungeons makes the game third for me overall, behind OoT and MM.
