Actually, I think Peter Moore would be a good person to listen to ...
He has been in charge of the Dreamcast, XBox and XBox 360 which have all performed poorly in Japan but not because there was lack of effort; of all people in the world he is well aware that a handful of games or an advertizing campaign will not shift the japaneese public to buy a product that they have rejected.
