Yes, those are. That's because they are either CG or a cutscene.

I was mostly talking about the 4th picture. Why would there be such a visual quality change from the 1st to the rest of them.

I would say the environments look fine. Oh and the second pic is probably an  in-game cutscene, or the game allows you to go into first person point of view.
