VF probably is the hardest out of the 3D fighters, and KOF out of the 2D fighters.

 

It's a game where characters are placed on a stage with the sole objective being to beat the crap out of each other.  It's a fighting game.  Just because it's not a complex fighting game doesn't mean it doesn't take skill.  You take a new guy and put him in front of someone who's played a few matches (who knows how to dodge roll, and is somewhat familiar with his character), there is no competition.

And fights between two highly-skilled players (or players of equal level) can be something to behold.

 

Brawl wins by a long shot, though, to be fair, I haven't played VF5 or much of 4.
