Moore has a point. They build a strategy of focusing on Europe and NA, just look at their FPS heavy lineup. Its obvious that the games they're releasing, with the few exceptions like Blue Dragon, are targeted towards Western tastes. So they built a strategy and its working out as they expected it to be, they're doing well in US and ok in Europe and bad in Japan.

Sony on the other hand built a strategy focusing on all 3 regions or at least a strategy built on the idea that they will dominate in all 3 regions. However, instead the 3 pillars of their strategy are all falling down. Where they are in Japan now vs where their strategy and business model for Japan says they should be are nowhere near close. Same can be said for US and to a lesser degree Europe.

So is MS doing bad in Japan? Yes. Did they expect to dominate? No. Did Sony expect to be doing bad? Heck no. That is what he means by relative strategy.
