Sales have been on par with what is typical for off season hardware movement. NPD still had them at slight growth over last year, so the 360 looks low only relative to the growth of both the PS3 and Wii.
The lack of any major broad audience off season seller past GTAIV hasn't helped 360 sales.
The last 2-3 weeks could reasonably be explained by the price drop rumors that were common knowledge prior to E3.
The temporary inventory clearing sale for 20GB SKUs should result in a fairly decent run on 360 hardware over the next 2-4 weeks as retail outlets move out whatever remaining stock is left in inventory channels.
But once the burst of 360 20GB discount sale shoppers tapers off, sales will most likely drop back to typical off season sales until the next major soft release in the Fall when sales are due to pick up in following typical consumer electronics annual sales trends.
It is definitely NOT a shortage though. The only model I potentially see moving faster than retail outlets can keep stocked are the discounted 20GB SKUs. Currently, they're still available through Amazon.
