It says right under the video:
"We heard during the show that story for the Gears of War trilogy has been completed, so what about the game design?"
That means the story has been completed for the trilogy...meaning the story for the third game is done and is ready to be made into an actual game. That doesn't mean there won't be a third game...it means the story for that game is already written.
