I Am Alive was announced before E3 but the Wii version was announced at E3...yet the two events were only days apart, which seems really bizarre to me.

I am not counting the previous month because I was told by A LOT of people to wait for E3.
Neither of the HD consoles have had a dearth of third-party game announcements, so it didn't really matter that many weren't announced at E3.
What is SPRay? I haven't heard of that one?
