It seems like the researcher's results are adequately explained away in the article. DNA matches are based on having all of the relevant loci matched together; nine out of thirteen simply isn't going to cut it, so why should we care that a thousand cases nationwide have nine results match? I see no reason to panic until two non-identical twins have all the loci match up; until then, this seems like a researcher worrying about something that's pretty irrelevant.
