Clearly you've never so much as seen Halo to make a comment like that. Bioshock had color, as did Mass Effect (shooterish RPG). Did you ever stop to think that maybe the games that do stick to a palette of browns and grays are doing so as a concious artistic choice? More than half of Gears of War was either at night or underground, and you just don't see vibrant pinks, greens, and oranges under those conditions. I'm a fan of at least trying to emulate realism in my games (inasmuch as realism is possible in a video game) and neon colors just don't do that. I seriously doubt that Nazis and space marines fought/fight in outfits designed by Liberace, and when bombs fling debris all over they don't also magically dye it bright colors.
