Extreme Speed doesn't always need to get you to the ledge. It needs to get you to the stage. Lucario can cling to the side of the stage and decide where to go from there.

 

I've played tournament ready Lucarios and quite a few at that. If he goes to cling for the stage, you just hit him right into it when he does and stage spike him off then edge hog him again. If he goes for the stage itself, jump up and prepare a lingering hit box for him to run right into. Its not impossible to get back to the stage with him, but its far harder then characters with a damaging Up-B.

Damaging is sometimes beneficial but not always.  Fox/Falco provide good examples as it's pretty easy to have a smash at the end or even during their recovery.  The only real advantage it really gives is that you can pick off edge grabbers, but since Lucario can cling to the side of many stages, he doesn't need that advantage.
