I only used it for 2.99 seconds! No! You used it for 3.01! You can't limit this thing viably. Human Error will always factor into it and it won't end well. That's another reason it needs banned. You can't viably monitor it without human error interfering. If the person running the online tournament your participating in believes human error and the honor system can be relied upon, then I'm sorry to say but he's far too naive to be running a tournament. That's almost as bad as the tournament leader that banned dash canceling (His definition: Stopping a dash by pressing down). The only way to actually check is to check exact frames, which would take hours. Tournaments would take days to monitor this way if even one Meta Knight entered and used this...
If Ganondorf could do it, it would STILL be banned. Character doesn't matter. If King Dedede could do it, I'd still want it banned. If Yoshi could do it, it'd be banned. I repeat, the character would not have mattered. This ERASES bad match ups entirely. Meta Knight got it however because the physics of Dimensional Cape allows it.
People have been testing it. This means playing against it! Stop refusing to see that this is not being tested. Just because no videos have been put on youtube of it being tested does NOT mean its not being tested. I've even played with it myself, and this is worse then Wobbling then my opinion and easier to pull off too! At least with Wobbling you had to get a grab off with synced Ice Climbers at mid percentage.
You also can't tell without resorting to judgment if someones stalling with this. Unlike with Peach Bomber stalling (which could never be used offensively) you can't look at it and say "1, 2, 3 ,4, 5, Now you have to recover". If someone stays in it for 30 seconds, they could easily just say "I'm looking for an opening". EVERY fighting game on the competitive level avoids judgment calls whenever possible. Judgment calls do nothing but promote bias and always end up with making someone angry.
This technique has no flaws to it if done correctly and I assure you people will be learning to do it as such.
