This is the most important factor, PERIOD. $20 is basically a night out at the movies for 2, these days; at least with Game Party, even if it sucks, you'll probably get >2 hours of playtime for 2 people.
Also, at $20, with maybe $3-5 for the retailer and distributor, and another 7 for Nintendo, it's not like Midway is making a ton of money on this game. 1M sales probably equals AT MOST 10M in revenue for them; hardly worth worrying about in terms of causing other developers to try and follow suit. Even Zack and Wiki or Okami likely earned Capcom as much revenue, and those are considered to be mediocre selling at best.
