You can't monitor its use for stalling. Time limits are the ONLY way and your not going to have someone sitting there with a stop watch stalking every Meta Knight.
Oh, I only meant to use it for 4.9 seconds. Oh well you went to 5.1 your out! Judgment calls are avoided whenever possible, as human error can not be relied upon. Honor system for non TO watched matches? Don't make me laugh
Stalling isn't even the worst part about it. Its an unbeatable approach. Your opponent is either going to A. grab the ledge which is in favor of Meta Knight anyway. or B. Spaz out spamming any way to evade that inevitable hit coming from it.
Testing has shown that the ONLY platform Meta Knight can't reach directly out of this on any legal stage is Battlefields top most platform. To this I say, since when is being above Meta Knight ever favorable?
This move has NO counter. Everything currently legal has a counter, this does not. It needs banned. I'm not in favor of camping, I'm in favor of trying to keep some semblance of balance in this game. If this is allowed, balance has NO chance. Meta Knight will be the only usable character. Is that really what you want? I thought you hated Meta Knight because everyone flocks to him. With this, everyone will HAVE to flock to him.
