The best current production swords on the market for under 300 bucks are the Dynasty Forge musha line. They are really sturdy, and don't have a hamon, but they're made of spring steel and through heated. The raptor series by hanwei, the cheness tenchi, and and the Paul Chen practical series are all viable alternatives.

Swords aren't toys, and you shouldn't use them for assassination. They are show pieces and should only be used for cutting mats, not people.
