I would say it's more to do with adults not wanting to let their kids have open access to their credit cards. Since PS4 has always had a decent lead with install base this gen then naturally their store cards are going to come out on top.
Maybe some people are sensitive about putting credit card data onto their console but there's always PayPal to have those people covered.
