It's a pickle. If the population is too high, there's not really any way to let it lower without running into all sorts of issues along the way.

One would assume that if the birth rate does not decline significantly further, that the demographic imbalance will level out over time as the excess elderly population dies off. There will be a very difficult interim however in which there are too few young to support the old.
