Its not exclusive, you can play it in the arcade

Exactly, people seem to be blind to the fact that it would have sold little more if it was on XBO.
The main problem was they didn't let the franchise rest long enough and released SUPER and ULTRA versions of the last game in the years prior to V's release. Casuals might just go "Meh, more street fighter...I just bought one the other year", for them it's all the same.
If they left the IP dormant for a few years, they could have a massive release.

True but not by a significant amount. That game has/had serious content issues even to this day. What the hell were they thinking by not including an arcade mode??

Not surprised. Tekken 1-5 was PlayStation only. "the series is largely exclusive to the PlayStation series of consoles"- wikipedia

I'd say it will be exclusive in Japan but it should get a pc western release. Maybe not at launch but they should at least give it a late port. Pc not a threat to ps4 so I don't see why Sony would care
