I would bet that the SCE announcement schedule looks like this.

• The next Quantic Dreams, Sony London and Housemarque games will be announced at Paris Games Week.
• Sony San Diego will announce MLB 16 and Sony Bend and Sony Santa Monica will announce their next games at PSX.
• Sucker Punch and Polyphony Digital will announce their next games at E3.

There will obviously also be smaller games from independant developers who work with SSM, Foster City or XDev

That's a good question. Maybe next year? They have The Last Guardian, Gravity Rush 2 and collaborations on Everybody's Golf, The Tomorrow Children and the Boodborne DLC.

It doesn't feel like the right time for the Puppeteer and Knack teams. It could happen Puppeteer was announced at gamescom...

I did think that Japan Studio would announce a VR game at TGS.

Sony Japana worked and is still working on Bloodborne. From what I understand Bloodborn creative team was from From Soft butthe designers, programmers and whatnot were all from Japan Studio.

Probably not from first party, but SCE will still fund AAA games other studios once in a while.

GR2 and TLG. There's supposed to be a RPG too if you believe Verendus on GAF but remains to be seen

OP, House marque's game was already announced in 2014, Alienation.

One of Housemarque's games was announced, the Super Stardust and Resogun teams don't stop making games.
