People are going to double dip a lot with this in Japan.
Japan - 3mil for 3DS
1.5 mil for PS4
West - 1 mil for 3DS
2 mil for PS4
Total - 3.5 mil PS4
4 mil 3DS

That would defeat the purpose of a 3DS release, so I think it is safe to say 3DS in general.

Indeed. While it being a n3DS would benefit the game, they're taking measures to stylize itself for the handheld.

The game is also way more expensive to develop, so the bigger profits are for the 3DS version almost for sure.
A well known insider said PS4 versions will get localized.
The question is will the 3DS version get localized?
