Which God Of War game are you talking about? I think God Of War III and Ascension offer set pieces on par or more impressive than in most movies.
Well we have different definitions of scale and none of us is wrong here. I think both games belong to this list, but I think God Of War III is more deserving of it.
This is a tough Q for me, as I don't have a lot of experience in these type of games. What I would say are Xenoblade Chronicles and X. I've only played a bit of XC, but I immediately felt like I was in a massive world. I felt like I was free and could potentially go anywhere that I could see in the distance. I even got lost in the first town. It was quite amazing to me. And X is doing that too for me. Each time I see something new for X, it just gets me so excited to explore that world.
While I didn't play this, I did get a big sense of scale in Infamous:Second Son. I was quite impressed by the draw distance when looking from on top of a building.

Been playing XCX most of the day, It's not really that big.

Shoot, that's a good one... Traveling from island to island on the deep blue sea really did feel like you were in a huge world, accompanied by possibly the best sailing music EVER. : )

If island to island sailing is considered scale, I would also include Assassin's Creed IV: Black Flag.
