Yes, he does. No government in europe nor any youth control or something is forcing developers to censor their games in any kind. They always do it themselves, because they're afraid the rating could be too high. In fact, you can get away in europe with way more than in the states. We show titties in TV all day and don't have any banned words or stuff like that. Which is why this whole censorship is so ridiculous. I can promise you that the game would have easily got an 18+ rating and could have been sold everywhere without cuts. Because that is exactly the case with the PC version which doesn't have any cuts. Console versions don't get treated other than console versions. Only for germany you would have to remove those nasty nazi signs and I'm fine with that. But everything else? No need for cutting at all. 

I love South Park and I'm big fan. But the devs can go to hell with that shitty censored version. No way I'm paying for that shit. Screw them! I won't download it or anything, I will just ignore the game altogether.
