Enemies can attack whenever they feel like, as long as their ATB gauge fills. Where's the "turn-based" thing there?

A game on which you put down the controller and do nothing during a combat, and that gets your party killed, isn't turn-based under my judgment. Lost Odyssey is turn-based. Pokémon is turn-based (at least the original games). Final Fantasy XIII isn't.
