No.

That only works on PCs because they have programs (APIs like DirectX and the drivers from AMD, Nvidia or Intel) that make it possible... but at the expense of not being able to max the different characteristics of the hardware. They'll be forced to stop working (ie: coding) "close to metal" and instead leave some headroom to make it work.

Basically, that close to metal coding thing means that they can develop a game telling it what to do and how to do it every time: "CPU core 1 does X, CPU core 2 does Y, CPU core C does Z while they gather the needed info located in the places A, B and C respectively from the memory while at the same time the GPU does from α to δ using this, that and those other 2 parts of the GPU".

But if they have to leave room for overhead, because they don't know if the customer has revision 1, 2 or 3 of their "console", they have to develop like this: "CPU has to do X, Y and Z, looking for the needed info from the memory and the GPU has to do from α to δ using whatever it has available" and who decides what does what and in which order is the program (DX+driver in PCs) that rules all of that.

With the first option, all the components are used at their max capacity and there are no parts left without nothing to do while others parts deal with more work that they should. That's why consoles are a lot more efficient than PCs and also why developers can do things with consoles that seem impossible with the hardware they have while more powerful PCs struggle with it.

I think we have all worked in group (either at school or at our jobs) and have met someone who does almost nothing while the others do all the work leaving you thinking "Why is he/she here?".

And that's what would happen with a console like that.

Yeah, I used to do it like that too. As soon as news came out, I posted it.

But back then everybody wanted to do that, so me and (the legendary) Salnax decided to do what I call "news report". Fast forward today, and I just post what I feel are important and interesting stuff as soon as it comes out. Every other article comes late that day.
