I think its Ok to have characters who are supposed to be sexy, because thats their character but here Kojima's aligns it to making the character erotic for the sake of things outside of the games narrative, figuringe sales and so female cosplayers aim to imitate her. But mayb thats just me reading into the subtext

Also its completely separate from cortana, who is just a naked AI which is realistically rendered. I don't think anyones ever question why the AI is naked, its just makes sense. But plenty of people will be asking why this rebel appears dressed to seduce.
