According to Kotaku, Sony has declined to confirm that third parties will be unable to block used games on the PS4.

We double-checked whether Sony is being cute with its DRM plans and might actually be matching Xbox One in allowing publishers to block used games — despite not blocking used games itself. We asked: Can third-party publishers restrict used games on PS4 even if Sony won’t? 

Sony says: “Our used game position for PS4 is exactly the same as PS3, which publishers and consumers broadly support today. In fact, all publishers we’ve spoken to are in agreement with our position.”

Publishers can still do online passes to restrict multiplayer, although Sony has dropped that.

We would love Sony to flat-out say publishers can or can’t block used games themselves, but it seems that this answer is the best we’re getting right now.

 

Note that Sony has not said that this will be possible either.

If it eventuates that publishers can offer the same restrictions on PS4 as will be possible on the Xbox ONE, they would come without the added benefits of game sharing offered by Microsoft.

Of course, gamers might be able to purchase a used game for their PS4 without publishers knowing it was used, if they chose not to log in to the internet...ever again.

"If you buy a used disc from GameStop, you’ll have no problem popping that disc in and playing it from your PlayStation 4. The issue may arise when you try to jump online and play with other players. At that point, a third-party publisher may impose a fee or not allow that."

I wonder why they wont just say that then...particularly in an email response...where its pretty clear what Kotaku are asking...

Sony wont have a defined system for publishers, no.

But they dont seem to be ruling out publishers ability to require an internet log in (even in the first instance) for their games, even single player experiences.

Disparity between knowledge of one person and another, I suppose? Corporate stuff is corporate stuff and your word is taken very seriously there. I had to be very careful with what I said even in simple customer service. And check every simple thing.
