It's a mix-match in specs, the Vita has more polygons but the 3DS has more shader cores.
And the 3DS downloads over 300 MB of videos in 4 or 5 minutes using Wireless B & G. So they both got 1 GHz CPU with the Vita having 2 more cores then the 3DS, but it's really the GPU making most of the graphics quality in games.
But you can just read from the 3rd Parties themselves:

Even they don't know what makes it look better.

not only does the PSVita have way more polygons/sec but it also has way more shader core's , once again the spec's from the company's themselves do not lie, but you are not telling the truth and you know d@mn well you are not.
that's because the PSVita does not have a parallax barrier screen, not because somehow some way you in your mind think an Arm core 11 dual core cpu and a Pica 200 is way more robust in its capabilities than a Quad Core A9's and a Quad Core SGX543MP4+ GPU
A SINGLE CORE Pica 200 has more shader CORE'S THAN A sgx543mp4+? really who are you trying to fool, my @ss there sparky what the hell kinda play-doh ARE YOU SMOKING?
