Kotaku already dismissed this. They probably needed a logo for MGS collection and used Rising's logo by accident. That "new" FF logo could be found on the internet before too.

But it may come in the future, who knows, it's probably a good game to play on Vita's touchscreen!

Maybe, although Metal Gear Solid: Rising was supposed to be on the Vita, but ever since Koji Pro handed it off to Platinum and it became Metal Gear Rising: Revengeance, there's been no talk of a Vita version. Since this logo is for MGS: Rising, it seems likely that they were going off of old information.

yep as badgenome said the game was said to be in development for vita as well a good while back. But since the changes the game is going through I don't think that will be the case anymore
