Pichus have never been able to breed, and neither can Heatran. Breeding is irrelevant as far as legendaries go though. Phione can breed with ditto, and is a legendary. You need to read what I am typing. Legendary is not a definition. Legendary is a title given by the creators. Spike-earred Pichu is not a legendary because it was not given that title. It can never be a legendary unless the creators change their mind.

I know. What I'm questioning is what you said about breeding being irrelevant when it comes to legendaries. What you said about Phione was contrary to that. What I was wondering is that if Phione was the only legendary pokemon who can breed.

Kinda. Manaphy and Phione can both breed as I recall. Both have eggs that hatch into Phione though, and there is no known way to evolve a Phione into a Manaphy. They are the odd balls of legendaries.
